It's purely hypothetical, of course, since the administration was very much behind the bill, but if Bush vetoed it, the margin in the Senate was enough that they would be able to override. Not in the House, though.

Food for thought, had Pres. Bush Vetoed the bill, would congress have had the 66 percent to override the veto?

Any bill can start in either chamber, except for bills to raise revenue, which have to originate in the House. The way the Senate went "first" with the bailout was by amending it onto a revenue bill that the House had already passed and sent to them (a House bill in the Senate's possession), then sending it back to the House with a request that the House do concur in the Senate's amendment.

The Senate actually voted on a different bill. CNN said: Because tax bills must originate in the House, the Senate attached the rescue plan to a bill that deals with renewable energy tax incentives. This allowed the Senate to vote before the House to approve a bailout bill.So a different bill now goes back to the House, not the one that was rejected. It just looks the same. I came to see the video because I was confused too. |
