J.K.Rowling decided to kill parents to show that Voldemort ruins families. So that is why she killed Lupin and Tonks. She also killed Lupin because after Sirius and Dumbledore Lupin was all that Harry had and she wanted Harry to feel alone, just like Luna said about if she was Voldemort she would want Harry to be cut off from people

She did say in a interview that she first was going to kill Arthur Weasly, but she was so fond of him so she decided against it.. But the she wanted to kill parents (don't ask me why :S ) so she decided to kill Lupin and Tonks :( so sad they plus sirius were my favourite characters
