edit: Nevermind, i just read the creator's website, its a sensor on the wheel. Lol, i shouldn't jump to a more elaborate conclusion if a simple one suffices.

Very cool! A shame that most of the pedestrians on the street failed to look up and see this. I love how the animation is sync'ed to the speed of the car, that would probably be next to impossible without digital output from the car's computer.
